NERC applied to be observer at the GA on 26 January 2018 and was listed as observer until 11 April 2019, but never signed the MoU. They re-applied to be observer during GA 16 January 2019, but did not sign this time either. Thus, BoD decided on 11 April that NERC is not an observer w/o signature. NERC was removed from all lists on 3 May 2019.
